The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff.
What You'll Do
- →Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff.
- →The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
- →The purpose of the CAO HR Office is to provide personnel services to the Office of the Chief Administrative Officer (CAO), targeted programs to the Congressional community, and confidential counseling services and ADA assistance to Members.
- →The HR Immediate Office is responsible for providing strategic human capital guidance and an array of human resource programs to CAO employees and applicants.
- →This position serves as the Workforce Analyst.
- →Key responsibilities include planning, leading, and carrying out broad workforce planning analyses and activities to ensure organization goals and objectives are met and holding the primary responsibility for monitoring, projecting, and optimizing the personnel budget to ensure compliance with House Appropriations and alignment with the CAO strategic plan.
- →Major Duties : Coordinates and participates in a full range of workforce analysis activities to ensure organization goals and objectives are met; activities may include, but are not limited to, needs analysis, staffing models, compensation structures, turnover or attrition analysis, forecasting, position descriptions, and/or other activities aimed at improving workforce decision making.
- →Collaborates with business unit stakeholders and HR representatives to understand business functions and transform data into relevant solutions aligned to key strategic objectives.
- →Evaluates the results of job analysis activities to ensure the organization is appropriately structured to allow for required mix and distribution of the workforce in terms of competencies, pay bands, and occupations to ensure proper position management and the correct balance of supervisory and non-supervisory positions.
- →Maintains version control of position descriptions for all staff positions that are managed by the CAO including CAO, BCDR, GGCAP, HRCCC, and Transition Aides.
- →Develops recommendations to modify or implement new processes regarding the management and accessibility of positions descriptions to all hiring managers.
- →Maintains updated organizational charts for both current and future views of positions across all CAO entities.
- →Monitors personnel expenditures and staffing levels across the CAO by reviewing all personnel packages.
- →Develops and maintains a personnel database which tracks the total authorized positions across the CAO; establishes and maintains the security and confidentiality of all record keeping.
