The position is in the VA Office of Acquisition, Logistics, and Construction; Office of Procurement, Acquisition, and Logistics (OPAL). OPAL is one of the largest acquisition and logistics organizations of the Federal Government with annual expenditures of more than $30.3 billion for supplies and services. This position will help enhance this office's support of Logistics and Transportation Management programs throughout the VA healthcare system and has nationwide impact.
What You'll Do
- →Major Duties: Receive and process routine shipping requests and makes determination of most efficient and economical rates prior to the issuance of VA commercial bills of ladings (VCBLs).
- →Perform pre/post-auditing of freight bills and Carrier billing statements.
- →Perform analysis and monitor transportation issues for improving the efficiency and effectiveness of the VA-wide transportation programs.
- →Review and maintain all rates and charges in several databases and develops diagnostic reports for transportation data.
- →Counsel station representatives and staff on a wide range of transportation issues and freight operational projects.
- →Negotiate with carriers; and/or represents the organization's position in disputes, such as disagreements over rates and charges.
- →Review and maintain all rates and charges in several databases and develops diagnostic reports to create MS Excel pivot reports for large amounts of transportation data.
- →Apply analytical methods to evaluate complex freight rate tenders to arrive at the lowest cost to the U.S.
- →Develop and recommend transportation policy as it relates to domestic, off-shore, and international shipping; Review and maintain the VA General Freight Tender of Service for freight and household goods programs.
- →Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
- →Selection at a lower grade level does not guarantee promotion to the full performance level.
- →Work Schedule: Monday to Friday 8:00am to 4:00pm Compressed/Flexible: Available upon management approval.
