About the Role

This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-03 pay band is equivalent to the GS-13/14 grade levels. What You'll Do

  • As a Supervisory Human Resources Specialist (Workforce Relations), NQ-0201-03, you will: Serve as Branch Chief for Workforce Relations in the Civilian Personnel Division, providing leadership, policy interpretation, and operational oversight for workforce relations programs supporting the Naval Nuclear Propulsion Program.
  • Plan, direct, and evaluate a comprehensive workforce relations portfolio, including demonstration project performance management, employee relations, leave, benefits/retirement, awards, drug-free workplace, overtime and premium pay, and work-life programs (telework/remote work).
  • Act as principal subject matter expert for performance management; coordinate planning and performance activities for civilian personnel and ensure adherence to applicable laws, regulations, and policy.
  • Develop and implement strategies, guidance, and procedures to enhance managerial engagement, ensure agency compliance, and provide authoritative guidance for management decision-making.
  • Analyze human capital data, identify trends, and prepare reports and briefings to inform leadership decisions and support workforce planning.
  • Represent the Program in interactions with agency leadership, legal counsel, and other stakeholders regarding workforce relations issues.
  • Serve, in addition to DOE responsibilities, on a permanent non-reimbursable basis to the Department of the Navy to perform other duties as assigned.
