About the Role

This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Supervisory Human Resources Specialist, you will be responsible for directing the Department's Human Capital Management Accountability Program (HCMAP) and overseeing Department-wide Human Capital compliance, internal controls, and accountability activities.

What You'll Do

  • As a Supervisory Human Resources Specialist, you will: Direct the agency's Human Capital Management Accountability Program (HCMAP), overseeing all compliance, internal control, and accountability activities to ensure HR programs align with all applicable Federal statutes, regulations, and government-wide policies.
  • Lead the analysis of federal regulations to develop and issue HR directives and procedures for the HCMAP program, providing expert recommendations and ongoing guidance to senior leadership on the evolution of the Department's HR practices.
  • Oversee comprehensive human capital audits and compliance reviews across the Department, which includes analyzing findings, developing recommendations for corrective action, and directing the implementation of performance improvement plans for HR offices.
  • Perform the full range of supervisory duties for a team of senior HR specialists, including planning and assigning work, establishing performance standards, making selections for subordinate positions, and identifying developmental and training needs.
  • Serve as the Department's primary liaison and representative to the Office of Personnel Management (OPM) and other interagency forums on accountability audits, and presents briefings on human capital programs and risks to senior executives and managers.
  • Manage the Human Capital Internal Controls and Fraud Risk Management (ICFRM) program by identifying potential risks and ensuring control measures are effectively implemented, tested, and in accordance with applicable directives.
