About the Position: Function as the Chief of the HR Management Branch and as the recruitment/staffing/classification program manager reporting to the Chief of the Human Capital Division. Position may be filled at Falls Church, VA or San Antonio, TX. This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of one of the above duty locations.
What You'll Do
- →Serve as the senior expert overseeing DHA’s recruitment, staffing, classification, and compensation programs, ensuring legally compliant and strategically aligned human capital operations.
- →Supervise and direct the HR Management Branch, providing technical leadership, advising/counseling employees, performance management, hearing/resolving grievances/complaints, effecting disciplinary measures, etc.
- →Advise senior leaders and managers on complex HR issues, interpreting legislative and regulatory requirements, and developing agency guidance that shapes DHA-wide human resources policy and processes.
- →Lead development and implementation of improved HR business processes through expert workflow analysis, quality control methods, and data-driven evaluation of customer satisfaction and operational efficiency.
- →Utilize expert knowledge of General Schedule compensation and staffing to advise the Human Capital Chief on recruitment, staffing, classification and interpretation of laws, statutes, and policies.
- →Represent DHA in inter-agency and DoD HR forums, and lead major projects or studies that resolve critical human capital challenges and influence policy, systems, and operations across the agency.
