This position serves as a Program Specialist (Contracting) and is responsible for the analysis and evaluation of contracting matters, and the initiation, development, and recommendation of contracting policies, procedures, guidance, and control of all contracting activities within the Facilities Operations, Engineering and Maintenance Unit (FOMU) at the National Bio and Agro-Defense Facility (NBAF).
What You'll Do
- →Advises management on the most efficient and economical process in procuring regular and unique products/services required by FOMU to maintain operations.
- →Serves as a Contracting Officer Representative (COR) by reviewing all contracts prepared by FOMU to ensure legality of such contracts and consistency with the Federal laws and Department and ARS regulations and policy directives.
- →Analyzes and evaluates interrelated program activity contract issues for effectiveness, efficiency, and productivity to ensure execution and implementation of policy, directives, and procedures is consistent with statutory compliance.
- →Participates in planning sessions and discussions covering innovative ways to carry out assigned programs or new programs based on how the many phases of approved contracts involving significant costs are implemented.
- →Reviews, analyzes, evaluates and provides specific guidance concerning contracting policies and procedures related to all contracts generated by the FOMU.
- →Analyzes and evaluates interrelated program activity FOMU contract issues for effectiveness, efficiency, and productivity to ensure execution and implementation of policy, directives, and procedures is consistent with statutory compliance.
- →Serves as a special task force representative on contracting matters to headquarters, ARS, the USDA, and other federal agencies due to the unique types of contracts which must be processed for NBAF operations.
- →Develops, analyzes, and evaluates program and management policies, regs, goals or objectives with respect to all contracting matters to determine if changes in policy or precedents are required and to identify issues that may be precedent setting.
