About the Role

This position is assigned to the ISWM Qualified Recycling Program Division, NBSD, CA. Serves as the Property Disposal Specialist for the ISWM Program Manager and manages program development, compliance, processes and material sales. The ISWM Program includes programs that ensures proper disposal of all non-hazardous solid waste materials, divert/recycle materials in a cost-effective manner and ensure compliance with all applicable Federal, State and local laws and regulations.

What You'll Do

  • Sales Duties comprise 10% of incumbent's time and include but are not limited to: Effectively manages the direct sales of all recyclable material within the NAVFAC Southwest AOR through term and spot sale agreements, processes and regulations.
  • Incumbent is required to ensure transparency of all QRP sales as an integral portion of the overall ISWM program.
  • Provides guidance and requirements to the ISMW PM of all QRP Sales.
  • Administration Duties related to Sales comprise 60% of incumbent's time and include but are not limited to: Manages all pre and post award QRP sales agreement actions.
  • Pre and post award actions consist of market research, advertisement, negotiations, writing agreements, cost benefit analysis, agreement disputes, as well as the administration of the acceptance and deposit of all funds.
  • Serves a point of contact with private recycling contractors.
  • Explains sales agreement obligations and specifications; picks up schedule of sold material, safety measures and invoicing procedures.
  • Serves as organization's technical consultant and Subject Matter Expert (SME) regarding marketability of all potentially recyclable material and in the preparation of sales agreement documents and related administrative matters.
  • Develops, establishes and maintains an auditable process for receiving, tracking and depositing sales revenue.
  • Develops administrative reporting systems including the systems specifications, data gathering and analytical techniques and systems evaluation methodology.
  • Conducts and reviews internal audit and investigative report to determine appropriate changes or corrective actions on all QRP sales agreements.
  • Develops, review and/or modifies administrative program policies, regulations, goals, objectives, evaluation plans, sales bids and/or sales agreements.
  • Analyzes new or proposed legislation or regulations to determine impact on QRP sales of the ISWM program.
  • Research comprises 15% of incumbent's time and includes but are not limited to: Conducts recycling market research to determine optimal sales strategies.
