About the Role

This position is in the Office of Maritime Workforce Development. The Specialist administers policies connecting people with maritime jobs and enhancing the safety of cadets at sea. Responsibilities include managing the Cadet Safety Review Team (CSRT) and conducting unannounced vessel checks to ensure a safe shipboard climate.

What You'll Do

  • As a Maritime Safety and Social Responsibility Specialist, you will: Manage and administer the Cadet Safety Review Team (CSRT) to review and approve the participation of commercial operators in the USMMA Sea Year program while maintaining cognizance of all at-sea cadet training.
  • Conduct unannounced random to ensure operators and vessels remain in conformity with established Statements of Compliance.
  • Develop and implement comprehensive plans and procedures to ensure a safe and dignified shipboard climate for all mariners on U.S.-flag commercial ships.
  • Analyze program performance data on a quantitative and qualitative basis to identify issues, evaluate operational effectiveness, and recommend modifications to maritime workforce development initiatives.
  • Serve as a primary liaison to senior maritime executives, labor unions, and regulatory bodies to resolve diverse viewpoints and build consensus on agency safety and training objectives.
  • The ideal candidate has a strong background in maritime workforce development and expert knowledge of safety systems in a shipboard environment.
  • They possess the analytical skills to evaluate national-level program metrics and the diplomatic ability to navigate competing interests between government agencies (USCG, Navy) and private maritime industry stakeholders.

Requirements

  • BACKGROUND INVESTIGATION: Applicants may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • GOVERNMENT TRAVEL CARD: This position involves travel.
  • A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.ID entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, is selected for this position you will be required to submit to a pre-employment / pre-appointment drug test. you will also be subject to Random Drug Testing.
  • You must be a U.S.Citizen and eligible for consideration.
  • You must meet specialized experience to qualify.
  • Required documents must be submitted by the closing date.
