Incumbent serves as the primary technical expert in the fields of utility maintenance, operations, repair, and minor construction within the New York Harbor HCS, St. Albans Campus. The incumbent manages all aspects of these programs including the management and projection of funding, staffing, the establishment of policy and protocol, long-range program planning, regulatory compliance, quality improvement, and VISN level program planning.
What You'll Do
- →OPEN CONTINUOUS ANNOUNCEMENT and will remain open until filled.
- →SUPERVISION: The incumbent oversees the Preventive Maintenance and Operations within the Maintenance department and is responsible for the implementation and management of an effective utility operation, maintenance, and repair program of all buildings, personal property and building service equipment for the New York Harbor HCS (NYHHCS), St.
- →Albans Campus, including all CBOC and leased property sites throughout the related New York City area.
- →The incumbent plans, directs, schedules, and supervises work performed by the Operation, Utility, Maintenance, and Repair and the shops and advises high-level Medical Center management.
- →The incumbent will ensure equity of standards and ratings between teams, evaluate leaders, approve selection for subordinates, and recommend leader selection.
- →Directs a major program with significant resources and resolves problems with Section Supervisors and contractors.
- →Hears grievances, reviews disciplinary actions, identifies and provides training, evaluates contractor work, approves within grade and overtime, and recommends awards and position classification.
- →Reviews work, develops and implements methods to improve production and work performance reports, and finds methods to increase work quality.
- →The incumbent assigns work based on the qualification of the tradesman, in accordance with position descriptions and concurrent work assignments.
- →MAINTENANCE, REPAIR, AND CONSTRUCTION: The incumbent is responsible for the implementation and management of an effective utility operation, maintenance, and repair program of all buildings, personal property, and building service equipment for the New York Harbor HCS, St.
- →Albans Campus, including all CBOC and leased property sites throughout the related New York City area.
- →OPERATIONS AND ADMINISTRATION: The incumbent is responsible for assuring the continuous operation of services which include Utilities Management and the Medical Centers water distribution system which includes an extensive water main system, chlorination, water softeners, and filters.
- →The water distribution system is inspected annually, and the incumbent is responsible for ensuring the water system meets VA and DOH standards.
- →PLANNING: The incumbent formulates organizational, operational objectives and priorities, rearranging these priorities when necessary.
