About the Role

The incumbent serves as the Lead Safety & Occupational Specialist and as the Green Environmental Management System (GEMS) Program Manager for Safety and Emergency Management Service at Veterans Affairs Loma Linda Health Care System (VALLHCS). The incumbent is responsible for leading, directing, planning, developing, implementing comprehensive programs, and direction of work operations for directing daily operational activities for Environmental and Safety Programs.

What You'll Do

  • Major duties include, but are not limited to the following: Manages VALLHCS safety and environmental program(s) and coordinates the efforts of all VALLHCS organizations to ensure effective integration and compliance in safety and environmental matters.
  • Develops and implement Safety and environmental policies, procedures and systems to implement service line controls that mitigate risk and ensure compliance with rules/regulations.
  • Oversees contractor performance for programs such as Hazardous Waste Disposal, Wastewater Compliance Sampling, Safe Drinking Water Act compliance, Clean Air Act (CAA) reporting, California State Permit Fees, Underground Storage Tank (UST) testing services, OSHA compliance, Environment of Care, and Fire Protection.
  • Ensures contractors meet all technical, regulatory, performance, and reporting requirements.
  • Identify environmental aspects, including significant environmental aspects, to focus on the activities that pose the greatest potential (positive and negative) about environmental regulatory compliance.
  • Assesses performance as it relates to regulatory compliance and GEMS program conformance and informing facility managers of findings.
  • The incumbent acts as a primary point of contact with Federal, State and local regulatory agencies for environmental issues.
  • Sets environmental objectives and targets, based upon the significant environmental aspects, on an annual basis to pursue continual improvement of environmental performance.
  • Develops an Environmental Management Plan for each target and significant environmental aspect.
  • Identifies training, policies, operational requirements and engineering controls needed to comply with Safety and Environmental regulatory requirements.
  • Monitors safety and environmental compliance through ongoing review of operations and program management as they pertain to Federal, State and local environmental statutes, regulations and other related environmental requirements, Executive Orders, VA and VHA policies.
  • Coaches, plans, develops, and implements comprehensive Safety and GEMS Programs.
  • Resolves difficult and complex technical, project management, and organizational problems using innovative and original approaches.
  • Manages computer programs and databases to enhance management of the safety and environmental programs.
