About the Role

You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) in the BUSINESS OPERATIONS MANAGEMENT DEPARTMENT of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS. What You'll Do

  • You will strategize with hiring managers on hiring options for filling OCHR enterprise positions in accordance with regulations, guidance, policies, procedures, and the unique staffing needs of the organization.
  • You will serve as a management consultant in designing and planning a current and future workforce that is responsive to dynamic changes in mission and/or business practices.
  • You will conduct job analysis through review of position descriptions, classification and qualification standards, and discussions with hiring managers and subject matter experts to determine requirements applicants need to be determined qualified.
  • You will research and apply pay setting and compensation laws, regulations and policies to ensure complex compensation issues such as special salary rates, highest previous rate, changes between pay systems, and incentives are calculated correctly.
  • Ensures recruitment activity is conducted in compliance with all priority placement or mandatory consideration programs such as the PPP, ICTAP, RPA, Reasonable Accommodation, Priority Consideration List, etc.
  • You will assess and make recommendations on proposed regulatory changes, designs and execute implementation strategies of new policies, including development and participation in communication and briefing plans.

Requirements

  • GS-11 only: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related A transcript must be submitted with your application if qualifying using education.
