This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN or Washington, DC. Incumbent serves as a Headquarters (HQ) HR Specialist (Human Capital Management Evaluation) responsible for providing NAF human capital management evaluation and fiscal oversight audit compliance for NAF HR functions within CNIC organizations.

- →Duties include but are not limited to: Serves as SME and provides analytical and technical advice and guidance to managers and/or supervisors NAF HR programs.
- →Plans and executes NAF human resource program evaluations and fiscal oversight reviews of CNIC organizations.
- →Assesses and evaluates NAF human resource programs to ensure compliance with government-wide rules and regulations, merit system principles, and applicable personnel laws and regulations.
- →Performs inspections and reviews of HR functions, such as recruiting/staffing/talent management; classification; benefits; NAF retirement; portability; pay administration and compensation; HR training and development; performance management; labor management and employee relations; records management; and proper application of personnel actions.
- →Conducts in-depth reviews to obtain documentary, analytical, or observations evidence for conclusions and findings.
- →Creates new ideas for program inspection areas and develops oversight program proposals for use by supervisor.
- →Collaborates among team evaluators, key participants, management officials, and other participating personnel to conduct individual interviews and focus group sessions to augment findings derived from employee survey results, data from HR information systems, and information from prior evaluation report findings.
- →Assists in identifying audit approaches and steps to meet fiscal oversight and human capital evaluation program objectives; develops statistical sampling plans, extracts and sorts sample cases to expedite work.
- →Performs on-site fieldwork necessary to complete requirements of the fiscal oversight and human capital evaluation programs.
- →Prepares comprehensive supporting documentation, cross-referencing reports and results.
- →Exercises independent judgment in evaluating human resource programs, and presents ideas, facts, conclusions and recommendations clearly, concisely and logically, both orally and in writing.
- →Receives and reviews work papers and working paper summaries in support of findings, requests additional information, deals with technical questions and resolves problems with personnel of local CNIC organizations and other members of the fiscal oversight team.
