What You'll Do
- →As a Human Resources Specialist (Generalist) at the GS-0201-13 level, the incumbent will be part of the Office of Human Resources, Office of the Managing Director, Federal Maritime Commission.
- →The incumbent will be responsible for providing a full range of staffing and recruitment, payroll and compensation, benefits, and workforce planning services.
- →As an HR Specialist (Generalist), if selected, you will: Manage automated systems, reports, migrations, and programs related to payroll, HRIS, EHRI, and various other related initiatives, distribution of employee and contractor temporary identification cards, the U.S.
- →Access Fed ID Card Program, and substantial participation in other initiatives directly associated with agency HR management operations and activities.
- →Determine qualifications and eligibility for Delegated Examining, Merit Promotion, and Special Hiring Authorities, rate and rank applications; and issues referral lists.
- →Set pay for new hires and extend tentative and final offers utilizing an automated onboarding system.
- →Serve as an agency expert and liaison to the National Finance Center (NFC); troubleshoot and resolve system problems.
- →Prepare updates to the NFC system and related software programs; determine related actions required and prepare documents related to each case.
- →Serve as an agency Contracting Officer's Representative (COR), evaluating contractor efforts and assessing technical progress in relation to the established schedule and resources allotted.
- →Serve as time and attendance (T&A) subject matter expert providing technical assistance to timekeepers regarding the operations of the timekeeping record system.
- →Resolve complex HR transactional problems in the areas of staffing and recruitment, payroll and compensation, worker's compensation and benefits (e.g. service computation dates, pay inquiries, step increases, creditable military service, leave, etc).
Requirements

- ✓Must be registered or exempt from the Selective Service.

- ✓Must be able to obtain and maintain a background investigation.
- ✓Time-in-Grade requirement must be met by the closing date of the vacancy.

- ✓FMC participates in E-Verify.
- ✓E-Verify is an Internet-based system operated by the Department of Homeland Security (DHS) in partnership with the Social Security Administration (SSA) that enables participating employers to electronically verify the employment eligibility of their newly hired employees.
- ✓May be required to file a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- ✓Substitution of education may not be used in lieu of specialized experience for this grade level.
