About the Role
This Human Resources Specialist position is located in the Office of Human Resources Administration (HRA), Corporate Senior Executive Management Office (CSEMO), Policy and Programs Division. CSEMO Policy and Programs provides executive human resources (HR) services to VA staff offices, VHA, VBA, and NCA organizations and is responsible for a wide range of activities that support and promote the Senior Executive Service (SES) across the Department.
What You'll Do
- →The incumbent serves as a Human Resources Specialist (Employee Benefits) and technical advisor providing guidance to executives and HRA leadership on all aspects of Federal employee benefits and special programs under employee relations.
- →Provides specific and customized benefits counseling to members of the SES, Senior Leaders (SL), Political Appointees and Senior Executive Service Equivalent (Title 38 Hybrid) cadre for the Department of Veterans Affairs including advice on available options for which they may be eligible.
- →Incumbent is the technical advisor on the full range of federal benefits and retirement laws, regulations and associated policies.
- →Provides customized assessment of each executive's unique situation and advises on options to which they are entitled and for which they are eligible.
- →Providing guidance and consultation to employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation.
- →Participates with management officials in formulating decisions improving retirement and benefit counseling service delivery, as well as in the design/development and evaluation of ongoing and/or emerging CSEMO customer service requirements.
- →Provides a high level of customer service to support VA strategic goals and objectives.
- →Respond accurately and in a timely manner to resolve difficult issues/problems of a unique and sometimes precedent setting nature.
- →Recognized by top agency management officials and senior staff as a technical advisor in executive retirements and benefits counseling/service delivery.
- →Maintains current knowledge of executive resources program and Federal benefit option regulatory and programmatic changes to identify issues effecting executive resource management.
- →Provides technical advice and recommendations, not only in assigned functional areas, but on matters relating to overall Executive Resource programs and processes.
- →Support employee relations programs as assigned.
- →Serves as a Drug-Free Workforce Program Coordinator, managing VA senior executive cadre drug testing.
- →Manage VA career SES probationary process from start to finish.
