This position is located in the US Department of Agriculture, Departmental Administration (DA), Office of Human Resources Management, Human Resources Operations Division. The incumbent develops, implements and advises on employee benefits on compensation programs and issues for DA.
What You'll Do
- →Manages the Department of Labor’s (DOL) Office of Workers’ Compensation Program (OWCP) for Departmental Administration (DA) Staff.
- →Manages the Voluntary Leave Transportation Program (VLTP) for Departmental Administration Staff.
- →Reviews payroll systems for the usage of leave and other benefits under the VLTP.
- →Serves as the GOVTA backup to aid personnel specialists on solutions to problems involving the full range of payroll problems that affect payroll systems.
- →Ensures employees’ enrollment in benefits matches election made and/or transfer SF75 information.
- →Benefits include verification of retirement system coverage, TSP, FEGLI, FEHB and service computation dates.
- →Provide advisory service to management and employees in support of the Federal Employees Compensation Act (FECA) program, including assistance with complex or controversial claims.
- →Advises and counsels supervisors, employees, and others to ensure accurate, complete, and timely processing of VLTP and benefits.
- →Advises and counsels supervisors, employees, and others to ensure accurate, complete, and timely processing of Family and Medical Leave Act (FMLA) documents and benefits.
- →Submits claims to DOL and assists in development of OWCP claims.
- →Establishes mission area procedures and guides with respect to the program area.
- →Maintains and oversees medical documents are held in compliance with Departmental regulations and Health Insurance Portability and Accountability Act (HIPPA).
- →Duties described above are at the full performance GS-12 level.
- →Duties for the lower grade levels are considered developmental.
Requirements
- ✓Education may be substituted for specialized experience for the GS-09 level as indicated above.
