About the Role

What You'll Do

  • You will lead and manage a comprehensive administrative and technical program area, which includes making or recommending decisions that significantly shape or develop important agency policies and programs.
  • You will manage and supervise the Human Resources Office (HRO) staff, including assigning work, reviewing performance, resolving issues, and overseeing the planning, direction, and timely execution of administrative programs.
  • You will develop, implement, and administer Human Resources (HR) policies, programs, and new initiatives.
  • You will interpret broad guidelines with considerable judgment and developing strategic plans to meet the organization's current and future needs.
  • You will assess long-range workforce requirements, formulate strategic HR goals, and develop plans to ensure a supply of well-qualified applicants to meet changing organizational needs.
  • You will foster working relationships and build coalitions with high-level officials and other organizations to meet the organizations goals.
  • You will serve as the principal advisor and technical authority on all civilian HR policies, workforce planning, and strategic plans, providing expert counsel to senior management, including the Commanding Officer and Director of Research.
  • You will manage resource allocations, advocating for necessary resources, and implementing creative ideas to increase organizational efficiency.
  • You will identify complex problems, conduct in-depth reviews and studies of workforce management, and develop reports and recommendations to resolve them.
  • You will monitor the performance of functional areas and evaluate the quality of personnel services provided, identifying deficiencies and initiating actions to correct or improve them.
  • You will manage the full range of civilian personnel management functions including staffing, classification, employee relations, and labor relations.
  • You will interview candidates for vacancies and carrying out disciplinary actions when necessary.
  • You will oversee the Naval Research Laboratory (NRL) Personnel Management Demonstration Project.
