The FRTIB is looking for a highly qualified and motivated individual to serve as a Human Resource Specialist (Classification). Special selection priority consideration will be given under the Career Transition Assistance program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) to well-qualified surplus or displaced candidates within the local commuting area.
What You'll Do
- →Applying Office of Personnel Management (OPM) classification standards and Factor Evaluation System (FES) methodology to render authoritative title, series, grade, and pay plan determinations for positions involving novel duties or complex series questions.
- →Independently resolving complex and contested classification and position management issues under 5 U.S.C.
- →Chapter 51, 5 CFR Part 511, and OPM standards to produce legally defensible determinations.
- →Exercising delegated classification authority to certify position descriptions for assigned organizations, ensuring determinations are defensible under OPM classification appeal procedures.
- →Advising senior leadership and program officials on the classification and position management implications of personnel actions, organizational restructuring, and workforce planning decisions.

- ✓Probationary Period.
- ✓One-year probationary period may be required.
- ✓Selective Service.
- ✓If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
- ✓Background Suitability Investigation.
- ✓Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance.
- ✓If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.
- ✓Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-13.
- ✓Education may not be substituted for experience for this series and grade combination.
