About the Role

The FRTIB is looking for a highly qualified and motivated individual to serve as a HR Specialist (Human Resource Development). This Job Opportunity Announcement (JOA) may be used to fill other HR Specialist (Human Resource Development), GS-0201-11 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

What You'll Do

  • Manage instructor-led training courses in the Learning Management System (LMS) to ensure employees can enroll in and complete required training efficiently.
  • Coordinate training sessions and briefings by scheduling rooms, setting up equipment, and organizing materials to support effective and timely training delivery.
  • Provide guidance on the SF-182 training request process by answering questions and explaining requirements to employees and managers to ensure accurate submissions.
  • Review SF-182 external training requests for accuracy and required documentation to ensure compliance with agency policies and procedures.
  • Use a government purchase card to procure training-related goods and services in accordance with federal acquisition and financial policies.

Requirements

  • Special selection priority consideration will be given under the Career Transition Assistance program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) to well-qualified surplus or displaced candidates within the local commuting area.
  • U.S. citizenship is required.
  • All qualification requirements must be met by 06/05/2026.

  • Probationary Period.
  • One-year probationary period may be required.
  • Selective Service.
  • If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
  • Background Suitability Investigation.
  • Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance.
  • If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-09.
