What You'll Do
- →Provides expert advice and assistance to management officials in complex areas ofemployee relations issues.
- →Interprets command policies and provides advice on other personnel issues such as reduction-in-force, substance abuse, sexual harassment, hours of work, changes in working conditions, job related stress etc.
- →Provides advisory services to managers, supervisors, and employees on immediate problems, which involve serious and sensitive issues related to employee/supervisory relationships, rights and obligations, and performance management.
- →Plans and develops required civilian personnel management programs related to employee and labor relations.
- →Functions as an advisor to assist management with complex leave situations.
- →Provides expert advice on leave programs.
- →Provides overall advice and assistance on long-range HR program implementation, including management-employee relations, discipline, adverse actions, grievances, performance management, recognition, and counseling.
- →Interprets command policies and advises on personnel issues including reduction-in-force, substance abuse, sexual harassment, hours, working conditions, job stress, workplace smoking, leave, and pay entitlements.
- →Develops Federal civilian policies and plans on discipline and adverse action.
- →Provides assistance to managers and supervisors in processing disciplinary actions, grievances and appeals.
- →Provides expert advice to management on complex bargaining unit determinations, negotiations, impasses, mediation, arbitration, contract administration, negotiability, unfair labor practices, and various employee relations issues.
- →Represents management with outside parties on labor issues (arbitration, unfair labor practices, unit determinations) and at seminars/workshops to ensure effective administration of the DISA labor relations program.

- ✓There is no substitution of education for specialized experience at the GS-13 grade level.
- ✓There is no substitution of education for specialized experience at the GS-14 grade level.
