The Executive Director, Human Capital Policy & Programs, Human Capital (HC), Transportation Security Administration (TSA) oversee and manages the day-to-day operations of two subordinate Divisions: HC Employee Readiness, and HC Policy & Career Programs which includes Policy & Compensation, Performance & Assessment, Chief Medical Officer, Professional Responsibility, Workforce Programs, Employee Relations.
What You'll Do
- →The Executive Director, Human Capital Policy & Programs, reports directly to the Assistant Administrator, Human Capital and ensures that sound human resources policies are established and employed throughout the Agency.
- →The Executive Director provides expert and sound advice and consultation to the Assistant Administrator and Deputy Assistant Administrator for Human Capital as well as other executives within TSA.
- →Provides expert advice, guidance and assistance in solving unique or extremely difficult policy and operational issues and understanding the impact of policy decisions across TSA.
- →Ensures that sound HC policies are established and employed throughout the Agency.
- →Conducts briefings, participating in conferences/meetings, and presenting information to managers and executives, as needed regarding human capital policy, performance management, compensation, strategic planning, medical standards, employee relations, labor relations and medical and work/life programs.
- →Ensures that flexibilities afforded to TSA under ATSA are fully utilized.
- →Provides expert advice, guidance and assistance in solving unique or extremely difficult policy and operational issues and understanding the impact of policy decisions across TSA.
- →Advises the AA and other senior TSA employees, supervisors, managers, and executives regarding effective, efficient, and economical application of policy and management principles.
- →Oversees the issuance of medical standards for all positions that require medical and physical requirements, workforce development and implementation.
- →Ensures managers and executives are equipped with policies, procedures, guidance, training and tools to manage misconduct and performance related issues affecting TSA employees at the individual, group and organizational level.
- →Provides leadership to the Agency focusing on the interaction between management representatives and Union representatives ensuring consistent implementation with TSA's Determination and Collective Bargaining Agreement.
- →Oversees the management and administration of the Federal Employee Compensation Act, National Resolutions Center, Agency wide Drug and Alcohol-Free Program, Reasonable Accommodations Program, Employee Assistance Program (EAP) and Life Care Program.
- →Provides policy guidance in the development of HC strategic plans, performance goals and metrics.
- →Establishes program objectives and performance goals and assessing progress toward their achievement.
Requirements
- ✓Must be a U.S.
- ✓Must serve a probationary period of one year unless you previously completed the probationary period in a SES/TSES position.
- ✓Must complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- ✓If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System or are exempt from having to do so.
- ✓Subject to pre-employment and random drug tests.
- ✓Must file a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.
- ✓Must complete a favorable Tier 5 Background Investigation (T5).
- ✓This position requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance that must be completed prior to appointment.
- ✓You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.
- ✓Failure to obtain and maintain the required clearance may result in the withdrawal of a job offer or removal.
- ✓There are three key documents that contain important information about your rights and obligations.
- ✓If you fail to meet the conditions of employment or any other pre-employment requirements, such as missing any of the scheduled appointments, the hiring agency may rescind their tentative offer of employment.
- ✓If you are relying on your education to meet qualification requirements: Education must be accredited by an accrediting institution recognized by the U.S.
