This position functions as the Equal Employment Opportunity (EEO) Program Manager. This position is located in the Office of the Director at the Michael E. DeBakey VA Medical Center (MEDVAMC), Houston, Texas in the Equal Employment Opportunity (EEO) Office and directly aligned under the Medical Center Director.
What You'll Do
- →Major Duties: Assists the Office of Resolution Management (ORM), Regional Counsel, and Administrative law Judges with investigations and hearings, In collaboration with ORM Field Offices, serves, as the local liaison, for all aspects of the agency's complaint processing program.
- →Serves as the representative for MEDVAMC in establishing and maintaining contact with local community groups which are interested in civil rights and/or equal opportunity.
- →Conducts briefings to the Medical Center Director, in order to make him/her aware of his/her responsibilities regarding the plans and to solicit support for successful implementation.
- →Exercises a high degree of judgement in analyzing and recommending solutions to problems that adversely affect EEO and Affirmation Employment.
- →These procedures include, but are not limited to, assisting with the settlement negotiations, conciliation, facilitation, mediation, fact finding, and arbitration that requires an impartial advisor or neutral third party.
- →Conducts analyses of the workforce by race, gender, grade, and occupational series, and identifies local policies, practices, and/or program goals that might be impacting equal employment adversely.
- →Monitors and directs the Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures used to resolve issues or conflicts.
- →Responsible for maintaining a vibrant and inclusive diversity management program, which at the minimum includes: conducting workforce analysis, identifying underrepresentation of woman and minorities in major occupations as compared to the relevant civil labor force.
- →Responsible for developing, implementing, coordinating, reviewing, monitoring, evaluating, and updating all plans associated with the EEO Programs.
- →Serves as the technical expert and advisor for processing federally conducted external complaints that are not processed by ORM, in accordance with agency policy.
- →In collaboration with ORM Field Offices, serves as the local liaison for all aspects of the agency's complaint processing program.
- →This includes assisting ORM Field Office personnel (EEO Counselors, Investigators, and Intake Specialist) during both the counseling and investigative states.
- →Monitors and directs the Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures used to resolve issues or conflicts.
- →Work Schedule: Monday-Friday, 7:30am-4:00pm (Subject to change based on the needs of the Agency) Telework: This position may be authorized for telework.
