About the Role

The position is located at the National Endowment for the Arts (NEA). The incumbent serves as the NEA's Deputy Chairman for Management and Budget (DCMB), reporting to the Agency Chairman. The incumbent serves as a member of the Agency's senior management team, providing leadership and direction in participating fully in the development, formulation and implementation of Agency policies and procedures, and accomplishment of the Chairman's policies and plans.

What You'll Do

  • The Deputy Chair for Management and Budget: Serves as principal advisor to the Chairman and SDC in formulating, reviewing and revising goals, objectives, plans, policies, and procedures of the NEA's administrative and budget operations.
  • Oversees the Agency's budget and human resources management programs ensuring compliance with the goals and objectives of the Chairman as well as applicable government-wide and Agency laws, rules, regulations, and requirements.
  • In this capacity, oversees the development of the Agency's annual budget submissions to the OMB and the Congress, and briefs National Council on the Arts and Agency staff as appropriate.
  • Additionally provides management support to ensure that the NEA is a welcoming, vibrant, and supportive workplace.
  • Oversees the Agency's administrative services, finance, and grants and contracts programs ensuring compliance with applicable government-wide and Agency laws, rules, regulations, and requirements.
  • Serves on various management teams with Agency-wide responsibility such as the Personnel Committee and the Information Technology Council.
  • In these capacities, collaborates with management colleagues to achieve Agency-wide efficiencies, effectiveness, and productivity.
  • Advises the Chairman, SDC, and the Agency's Director of the Office of Research and Analysis and the Deputy for Programs and Partnerships on the development, implementation, and modification of the Agency's Strategic Plan and Annual Performance Plan, including outcomes and performance measurements, in conformance with applicable government and Agency requirements.
  • Responsible for submitting the Agency's Annual Performance Report to the Office of Management and Budget (OMB).
  • Serves as a principal advisor to the Chairman and SDC regarding the development, implementation, and modification of Agency policies and procedures necessitated by legislation; government-wide policies; Agency budget and human resources availability; Agency program review, analysis, or evaluation; or Agency-developed administrative directives.
  • In this capacity, the incumbent advises the Chairman and SDC on the management implications of proposed actions, calling attention to prospective problem areas and suggesting solutions.
  • Where appropriate, recommends changes to the Agency's authorizing or appropriations legislation.
  • Serves as the Agency's senior manager for complex operational projects that have broad Agency impact and fall within the general purview of the administrative and budget operations.
  • Such projects typically involve Agency-wide collaboration and impact various operational areas.
