This position is located in the Congressional and Intergovernmental Relations Office, Chief of Staff, Office of the Librarian. The position description number for this position is 369610. This is a non-supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
What You'll Do
- →The incumbent reports directly to the Director, serving as an Acting Director in his/her absence, and provides complementary leadership in the Congressional and Intergovernmental Relations Office (CRO).
- →The incumbent routinely interacts with Members of Congress, Congressional staff, dignitaries/VIPs, senior government officials, and senior level managers.
- →Working closely with the CRO Director, the position serves as an organizational Deputy and designs, develops and implements congressional communications strategies in support of the Library's strategic, programmatic, budgetary and public policy goals.
- →Provides strategic advice to the CRO Director on congressional and intergovernmental matters including recommending opportunities to advance the Library's mission, and reviewing legislation, committee reports and other legislative documents to determine potential impact on the responsibilities of the Library.
- →Participates in Library-wide policy formulation and reviews of Library of Congress programming.
- →Develops, maintains and expands relationships with Members of Congress and Congressional staff, and in particular with those on committees important to the Library's success.
- →Uses seasoned political judgement in responding to inquiries from individual Members of Congress and their staff.
- →Works closely with caucuses and other congressional organizations.
- →Recommends and actively participates in the programming and outreach work of the Congressional and Intergovernmental Relations Office including events planning, congressional and intergovernmental site-visits and building or fact-finding tours, arranging for briefings on Library programs, special displays, symposia, lunches, staff retreats, receptions and dinners.
- →Plans logistical coordination and personally greets and assists Members of Congress, Congressional staff, senior governmental officials and dignitaries/VIPs.
- →Drafts notifications to Congress concerning Library programs and operations, and provides briefings on new programming as well as changes to existing programs.
- →Participates in internal processes in preparation of testimony and Library witnesses for congressional hearings as well as drafting talking points, briefing documents, backgrounders and other materials for the Librarian of Congress and other senior Library officials when meeting with Members of Congress and congressional staff.
- →Reviews CRO correspondence and publications, Library reports, blogs, notices, press releases and other public documents for completeness and appropriateness.
