About the Role

The incumbent works within the Facilities Management Service (FMS), located in Ft Harrison Montana. The primary function is the development and administration of Purchase Orders, Contracts, Procurement Packages and Obligation Control Documents for payment of utilities, service contracts, maintenance contracts, repairs services, construction contracts, equipment purchases, material purchase and other procurement, contracting needs as well as human resource management within FMS.

What You'll Do

  • Major Duties Include: Serves in a capacity that facilitates the administrative requirements and program functions involved to ensure efficient and accurate program functionality.
  • Provides administrative oversight to all services provided by the department.
  • Works closely with the Resource Management Service, Fiscal Service and Contracting to track and coordinate the award and administration of Budgets, Purchase Orders and Contracts.
  • Will prepare or assist in the preparation of procurement packages to include all necessary paperwork, selecting the proper accounting codes, invoice processing, payment tracking, and if necessary de-obligation of residual funding not expended.
  • Will audit and monitor all FMS procurement actions in an effort to prevent unauthorized commitments or to identify infractions should they be made.
  • Will ensure that appropriate procurement packages are submitted to Procurement in a timely manner and will verify with Fiscal Service staff that funding has been made available as part of the complete procurement package.
  • Oversees budget formulation, validation, compilation, and submission, requiring frequent contact with Service Supervisors, Program Managers and Fiscal Service.
  • Develops, prepares, presents, justifies, and defends analyses and summaries of budget performance to Service Chief and at annual budget calls, staff meetings, impromptu meetings with senior leadership, related conferences, and during compliance audits.
  • Exercises technical authority and discretion in distributing appropriated funds, approving, or disapproving expenditures, validating or invalidating unfunded requirements submissions, and determining the required degree of funds control measures based on interpretations of fiscal policies and law.
  • The Incumbent ensures that continuous compliance with VA Directives/Guidance, generally accepted accounting principles, and locally developed resource management policies.
  • Prepare contractual documents such as statements of works, market research, item specifications, performance-based work statements, quality assurance surveillance plans, acquisition plans, independent government cost estimates, and trend analysis for a wide variety of services and goods.
  • Incumbent provides contractual advice and assistance (during both the pre-award and post phases) to FMS Supervisors and Program Managers.
  • Track and monitor all Contracts for FMS.
  • This tracking will include tracking length of contracts, exercise of options, and availability of funding for future option periods.
