About the Role

This position serves as the Administrative Officer for the Business Office at DC VAMC, performing a variety of duties relating to the management of administrative and human resources services. Serves as the principal advisor to the Chief of the Business Office and subordinates in the areas of office support services, budget, HR management, document control, logistics, and a variety of other administrative matters.

What You'll Do

  • Major Duties The primary purpose of the position is to provide administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, and a variety of related administrative matters in support of the Business Office.
  • The incumbent acts as an extension of the Chief of the Business Office in developing programs, procedures, and policies.
  • Apply a broad knowledge of government-wide and VA human resources management principles.
  • Analyzes the effective utilization of personnel resources and related costs in support of Health Administration programs and allocates manpower to meet changing workload demands and clinical service requirements.
  • Plans work to be accomplished by subordinate units, sets and adjusts short and long-range priorities, and prepares schedules for completion of work based on program goals, workload projections, and facility initiatives.
  • Interviews candidates for subordinate supervisory, team leader, and key nonsupervisory positions, and makes or recommends selections, promotions, reassignments, and other staffing actions.
  • Identifies training and developmental needs of employees and ensures the provision of formal and on-the-job training.
  • Reviews and approves, within delegated authority, expenses such as overtime, travel, awards, bonuses, and within-grade increases, ensuring alignment with the budget and Business Office priorities.
  • Provides comprehensive personnel management and administrative support to all Business Office staff.
  • Reviews, analyzes, and interprets incoming personnel-related requests and issues, recommends appropriate actions or alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
  • Assists with workforce planning, including projecting staffing needs, developing or revising position descriptions, preparing job analyses, and drafting performance plans and appraisals.
  • Provides orientation for new staff and keeps managers and supervisors informed of the status of ongoing personnel actions.
  • Offers advice on resolving complex personnel-related problems and plays a key role in developing and coordinating internal review systems to ensure administrative activities comply with VHA, VISN, VA, accrediting, and regulatory requirements.
  • Participates in the analysis and interpretation of workload and other data for resource and staffing planning and is responsible for preparing or coordinating responses to VA/VISN surveys, reports, data validation efforts, and other requests.

  • Occasional travel between DC VAMC campuses and community-based outpatient clinics may be required.
  • The work is performed in a typical office environment within a healthcare facility.
