About the Role

The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Cost Accounting & Labor Distribution Division is responsible for providing the full cost of FAA products and services. Personnel costs are a substantial part of the FAA cost structure and must be reported accurately. Cost Accounting System collects data on these costs in the form of projects and tasks to provide reports on labor/non-labor costs to FAA management.

What You'll Do

  • The employee also interprets and adheres to the Chief Financial Officer (CFO) Act of 1990.
  • Produces timely standard and ad hoc cost managerial reports for the agencies¿ Line of Business (LOBs) and Staff Office (SO).
  • Collaborates with the Financial Statements and Reporting Division, AFM-600, to produce the Statement of Net Cost.
  • Coordinates with the Office of Financial Management, AFM-1 and the Cost Accounting & Labor Distribution Division, AFM-400, to respond to requests for cost accounting information from internal and external stakeholders to include the FAA¿s CFO, program offices, auditors, Department of Transportation (DOT), GAO, OMB, and Congress.
  • Applies experience and comprehensive knowledge using applicable federal government General Accepted Accounting Principles (GAAP), he/she will gather requirements for major enhancements to the FAA Cost Accounting System, ensuring that it meets all applicable federal government guidance and users' needs.
  • Participates in adapting and modifying system components to meet changing requirements or to comply with new legislation.
  • Defines specifications for converting from manual to automated processes.
  • Analyzes business processes and develops approaches to streamline them.
  • Applies analytical methods and techniques, manipulates complex data sets and researches information to help compile, develop, and prepare detailed financial managements reports.
  • Monitors and analyzes automated interfaces to ensure accurate and complete financial transactions, and the reliability of the financial systems.
  • Develops Standard Operating Procedures (SOPs).
  • Supports financial statements audits by preparing analysis and responses to audit requests.
  • Develops, reviews, and maintains internal controls to comply with OMB Circular A-123 Appendix D, Federal Financial Management Improvement Act (FFMIA) and Federal Management Financial Integrity Act (FMFIA).
  • Responds to questions from oversight groups including the DOT, Office of Inspector General (OIG), GAO, and others, as required by FAA management.

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
  • The 24 hours may include up to 6 hours of credit in business law.
  • (The term "accounting" means "accounting and/or auditing" in this standard.
