About the Role

This position is located in the Division of Consumer Response and Operations (DCRO) in the Bureau of Consumer Protection (BCP) at the Federal Trade Commission (FTC) in Washington, D.C. BCP, through its consumer protection work in eight divisions and eight FTC regional offices, carries out the Commission's mandate to protect the American public from unfair and deceptive acts and practices in the marketplace. What You'll Do

  • If selected for the Program Analyst position, you will perform the following duties: Track acquisition activities, milestones, and deadlines for all contracts supporting BCP.
  • Report on status of contracts and discuss complex contract issues in periodic meetings with Acquisitions and BCP staff.
  • Provide guidance, advice, and support to BCP division and regional management and staff on acquisition-related activities, including legislation, policies, regulations, procedures, and other issues that arise.
  • Proactively identify acquisition needs for staff and work closely with staff to ensure resources are provided and deliverables are met on-time for all BCP contracts.
  • Serve as the primary point of contact for BCP on all acquisition matters with the Office of the Chief Financial Officer and ensure compliance with agency and government-wide guidance on purchase requisition submissions and other acquisition-related requirements.
  • Deliver optimal customer service to all BCP staff, promptly answering inquiries, addressing issues, and assessing the needs for BCP staff on acquisition matters.
  • Work with case teams to meet deadlines for time-sensitive acquisition needs and manage expectations when deadlines cannot be met.
  • Develop modifications, revisions, and implementation procedures to improve the effectiveness and efficiency of acquisition operations.
  • Develop strategies for improving acquisition operations within BCP including improved methods of tracking purchase requisitions, cost projections, contract funding, spending, contract renewal requirements, and contractor performance.
  • Work with staff seeking Contracting Officer Representative (COR) certification and ensure they obtain the necessary training and guidance to complete certification.
  • Keep track of CORs within BCP and address certification needs.
  • Ensure all contracts have a COR assigned.
  • Serve as COR or back-up COR on any contract where a COR cannot be identified.
  • Assist BCP management in identifying CORs as needed.
