About the Role
The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Cost Accounting & Labor Distribution Division is responsible for providing the full cost of FAA products and services. Personnel costs are a substantial part of the FAA cost structure and must be reported accurately. Cost Accounting System collects data on these costs in the form of projects and tasks to provide reports on labor/non-labor costs to FAA management.
What You'll Do
- →The Systems Accountant is a recognized subject matter expert located within the Cost Accounting Branch (AFM-410).
- →The position provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.
- →Applies legislative and executive guidance including Federal Accounting Standards Advisory Board (FASAB) concepts and standards, Department of Treasury, General Accountability Office (GAO) guidance, and Office of Management and Budget (OMB) circulars to implement FAA¿s cost accounting policies, procedures, and practices.
- →Also, interprets and adheres to the Chief Financial Officer (CFO) Act of 1990.
- →The Systems Accountant leads collaboration with the Financial Statements and Reporting Division, AFM-600, to produce the Statement of Net Cost, along with producing standard and ad hoc cost managerial reports for the agencies¿ Line of Business (LOBs) and Staff Office (SO).
- →Senior Systems Accountant to coordinate with the Office of Financial Management, AFM-1 and the Cost Accounting & Labor Distribution Division, AFM-400, to respond to requests for cost accounting information from internal and external stakeholders to include the FAA¿s CFO, program offices, auditors, Department of Transportation (DOT), GAO, OMB, and Congress.
- →Applies experience and expert knowledge in designing and implementing automated financial systems.
- →Using applicable federal government General Accepted Accounting Principles (GAAP), lead design, development, test, and implementation of major enhancements to the FAA Cost Accounting System, ensuring that they meets all applicable federal government requirements guidance and users' needs.
- →Participates in adapting and modifying system components to meet changing requirements or to comply with new legislation.
- →Defines specifications for converting from manual to automated processes.
- →Analyzes business processes and develops approaches to streamline them.
- →Applies analytical methods and techniques, manipulates complex data sets and researches information for compilations, development, and preparation of financial managements reports.
- →Broad policies and objectives provide general guidance for addressing issues.
- →The Systems Accountant provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas.

- ✓Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
