About the Role

This supervisory position is with the National Center of Excellence for LNG Safety (National Center) in the Office of Pipeline Safety (OPS), Pipeline and Hazardous Materials Safety Administration (PHMSA). In this key role, you will oversee the National Center's business operations, project management, and staff supervision, ensuring operational efficiency and alignment with organizational goals.

What You'll Do

  • Supervise 4-6 staff (GS-9 or higher).
  • Develops performance standards, assigns work, evaluate performance, resolve informal complaints, and recommend staffing actions (appointments/promotions/reassignments/details).
  • Lead the National Center's business operations and project management.
  • Develop project plans, manage budgets and resource allocations, establish standard operating procedures, and implement process improvements to improve efficiency and outcomes.
  • Lead multi-agency, cross-functional initiatives.
  • Coordinate teams, set program priorities aligned with the Director, and provide implementation support of activities consistent with program objectives and within established timelines.
  • Provide senior strategic advice on LNG operations and safety.
  • Review documentation and proposals to advise agency leadership, stakeholders, and partners on federal LNG safety programs and policy decisions.
  • Serve as principal liaison and communications lead.
  • Maintain networks across OPS, PHMSA, federal/state regulators, industry, and public stakeholders.
  • Prepare reports, briefings, and correspondence materials to support program execution.
  • The ideal candidate for this position is an experienced manager and team leader who has developed and executed national programs that produced measurable successes and improvements.
  • As the Supervisory Transportation Specialist for the National Center, you will supervise professional staff, lead business operations and project management, and coordinate multi‐agency initiatives to advance program priorities.
  • You will possess strong skills to resolve sensitive, controversial and complex topics, while assessing, identifying, and recommending solutions that balance Agency requirements with stakeholder needs.

Requirements

  • A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • You must be a U.S.Citizen and eligible for consideration.
  • You must meet specialized experience to qualify.
