The Office of Acquisition and Logistics (OAL), under the leadership of the Executive Director, OAL and Senior Procurement Executive (SPE) provides Department-wide acquisition management and oversight for policy development, workforce development, supply chain management and acquisition business system management. This position serves as the Supervisory Program Manager responsible for enabling stakeholder outcomes through collaboration, academic excellence, and continuous improvement.
What You'll Do
- →The incumbent approaches modernization and learning advancements by unfolding new ways of doing business and deploying modernized advancements to serve our nation's veterans.
- →This business approach also provides continuous innovation for operating models, products, and business outcomes.
- →Duties include, but are not limited to: Supporting the Chancellor and Deputy Chancellor in all matters pertaining to Academia, acquisition strategic planning, operational performance, and competency assessments.
- →Ability to collaborate with individuals at all organizational levels within the VA and other Government Agencies, with particular attention to VA Program Offices using effective oral and written communications.
- →Adjusts work assignments to accommodate resource allocation decisions.
- →Constructs analysis models and conducts and evaluates analyses.
- →Prepares summaries of analyses and presents results to senior executives and customers throughout VA.
- →Demonstrated knowledge of business/management of distance education, web-based learning, and advanced asynchronous learning systems.
- →Demonstrating supervisory experience performing project management tasks such as counseling and managing personnel, task assignments, ongoing technical efforts, project and personnel performance, standard operating policies and procedures, content versioning, timelines, cost controls, and oversight of contractor development teams.
- →Developing a high degree of skill in survey principles and analyzing data collected from a wide variety of sources to determine training program strengths and weaknesses, including implementing the Kirkpatrick Evaluation Model.
- →Developing internal policies, practices, guidelines, procedures, and other operational activities.
- →Develops related policies and procedures to standardize activities throughout the Department.
- →Incorporates best practices from industry and the Federal government, to include course development; distance education foundations, systems and technologies, and Earned Value Management (EVM) concepts and calculations.
- →Knowledge of adult learning (ADL) technologies to provide student and faculty support with technologies, such as knowledge management system (KMS) and the learning management system (LMS), to include providing faculty development sessions, online tutorials, and using the LMS to perform administrative functions and manage course implementations.

- ✓To be found well qualified, applicants must meet the following qualifications: Leads major, enterprise-wide acquisition workforce or human capital programs by setting multi-year work plans, establishing priorities, integrating related program segments, and directing execution to meet Department-level mission requirements.
- ✓Develops and implements program metrics and evaluation systems (e.g., credentialing rates, competency attainment, training throughput, IV&V findings, cost and schedule indicators) to measure progress, identify performance issues, and adjust strategies to achieve organizational goals.
- ✓Manages complex acquisition workforce training, policy, or program initiatives, including oversight of contractor performance, resource allocation, and integration of training, certification, and human capital activities across multiple organizations.
- ✓Provides strategic leadership by collaborating with senior leaders, VA Administrations, functional offices, and external partners (e.g., OMB/OFPP, FAI, GSA/DAU) to formulate acquisition workforce objectives, align efforts with federal and VA governance, and drive long-term organizational outcomes.
- ✓Diagnoses and resolves program performance problems using qualitative and quantitative analysis, human capital and training data, and stakeholder feedback; recommends and implements changes to improve effectiveness, efficiency, and compliance.
- ✓Leads design, delivery, and continuous improvement of acquisition training and education programs by providing strategic direction, monitoring short- and long-term effectiveness, and enhancing curricula and instructional media to close competency gaps and support modernization priorities.
- ✓Manages funds and resources for acquisition workforce and training programs, including multi-year planning, contract management, and decisions on contractor deliverables, ensuring programs meet cost, schedule, performance, and quality expectations.
