About the Role

The Supervisory Facility Planning Engineer at EOVAHCS leads design and construction to ensure safe, reliable environments for patient care. The role manages hospital and clinic projects, ensures compliance with TJC, OSHA, and EPA standards, and collaborates with leadership and clinical staff. Serves as supervisor for the Engineering Planning Section across the medical center and outlying clinics.

  • Provides authoritative guidance on construction activation, space planning, and FF&E procurement for major and minor projects.
  • Manages the Planning Section, including staffing, hiring, performance, training, personnel policy compliance, labor relations, and EEO requirements.
  • Oversees all FF&E procurement and building activations as the technical expert for activation processes and FF&E portfolio management.
  • Works independently while managing multiple complex projects, identifying operational needs, resources, and risks for seamless transitions.
  • Coordinates with operations, program managers, service lines, and external stakeholders to align priorities and ensure integrated execution.
  • Provides engineering guidance on SCIP, Capital Asset Inventory, asset surveys, deferred maintenance, and strategic planning.
  • Mentors planning staff, offering technical oversight for engineers, architects, and analysts.
  • Represents Engineering on station, VISN, and national committees, collaborating with VACO and VHA Enterprise Support Services.
  • Contributes to preliminary project design, scope development, and alignment with master planning and organizational priorities.
  • Leads development and recurring updates of the capital master plan, translating system needs into strategic capital projects.
  • Develops scopes for major construction projects, including those replacing significant portions of existing infrastructure.
  • Chairs the Space Committee, overseeing campuswide space allocation based on master plan principles, calculators, and leadership input.
