About the Role

The Deputy (Assistant Chief), Engineering Service as the full alter ego of the Chief with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics.

What You'll Do

  • Duties are as listed but are not limited to: Acts in full authority and capacity of the Chief in his/her absence and is relied on for authoritative advice on all aspects of engineering matters.
  • Involved with long and short-range planning, establishing policy, and budgeting for the Medical Center, as well as for all Engineering Service programs.
  • Provides management support and technical expert consultation to the Chief Engineer for all issues.
  • Collaborates with operations and program managers to ensure integrated goals and priorities for Engineering Service are met.
  • Plans, organizes, directs, evaluates, and manages processes for the Engineering Service that includes setting qualitative and quantitative standards.
  • Develops and provides the Medical Center executive leadership and clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center.
  • Provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as; civil engineering, electrical engineering, mechanical engineering, structural engineer, environmental engineering, and fire safety and safety engineering.
  • Develops Medical Center policies, procedures and resource allocations for assigned programs.
  • Oversee human resources management matters for the services, including development and implementation of succession and workforce plans.
  • Manages human resource functions such as performance, training and development, hiring, and firing.
  • Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource (CAPRES) Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics.
  • Mentors' new engineers and help them learn the things they need to know to manage an engineering department.
  • Participates in VISN and national committees and work groups.
  • Establishes parameters in support of project scope development, ensuring alignment with master plan/strategic capital investment goals and Department objectives, goals, policies and priorities.
