About the Role

This position is located within the USPFO at Camp Mabry in Austin, TX. This position performs first level supervisory duties over GS-12 Contract Specialists. The purpose is to serve as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction. Texas is one of 9 states with NO state income tax.

What You'll Do

  • As a SUPERVISORY CONTRACT SPECIALIST (Title 5) with the Texas National Guard, your duties will include, but will not be limited to: Exercises direct supervisory and personnel management responsibilities.
  • Provides supervisory responsibility for subordinate acquisition workforce personnel.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity objectives.
  • Develops, modifies, and/or interprets performance standards.
  • Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Holds employees responsible for satisfactory completion of work assignments.
  • Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required.
  • Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management.
  • Initiates action to correct performance or conduct problems.
  • Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities.
  • Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames.
  • Provides business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work/statement of objectives or data requirements.
  • Reviews a diverse variety of requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions.

  • Appointment Factor(s): This is a Title 5 Excepted Service position.

  • Trial period required (see additional information) DAWIA Certification - All personnel selected must meet certification requirements, DAWIA Level I - Professional certification, within 36 months of placement in the 1102 series.
  • The GS-1102-13 position requires applicants to be DAWIA (Level I - Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional).
  • Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) as this position is required to hold a warrant as a condition of employment. *GS-1102-13 Position - To meet HCA CORB requirements, eligible candidates for GS-1102-13 position require CORB validation prior to appointment.
  • The HRO will forward the tentative offer/selection package, to include a copy of the vacancy announcement and the selectee's resume/certification/documents, to the HCA Functional Manager.
  • Once the CORB is complete the HRO will be notified by the HCA POC of the results of the CORB.
  • If the candidate passes the CORB and has a tentative offer, the HRO will determine the enter on duty date.
  • Positive Education Requirement: Must have a Bachelor's degree.
  • Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 Excepted or Title 32 Dual Status Contracting Program, Occupational series GS-1102, as of the effective date of this qualification standard.
