About the Role
This position serves as a Supervisory Contract Specialist in support of contracting requirements at the Strategic Acquisition Center (SAC)/ Enterprise Procurement Office (EPO). These acquisitions include complex contracts or programs that are critical in carrying out the mission of VA and other Government agencies.
What You'll Do
- →Develop acquisition strategies using a wide variety of acquisition methods and serve as principal advisor to program officials on procurement related matters.
- →In conjunction with programmatic and other stakeholders, plan contracting actions by performing duties such as developing acquisition strategies, collaborating on statements of work, determining pre-negotiation positions, and determining the types of contracts and negotiation authorities.
- →Conduct negotiations for complex contractual actions and direct a full range of contract administration actions such as contract modifications, negotiation of changes, exercising of options, resolution of delays, disposition of claims, tracking contractor performance, and other related matters.
- →Evaluate proposals for compliance with complex technical specifications and use best-value and other acquisition techniques to process procurements.
- →(e.g. cost and price analysis, market and technical information).
- →Conduct conferences or oral presentations with prospective contractors to arrive at a clear understanding of solicitation requirements and make presentations of source selection decisions or other procurement decisions to upper management.
- →Provide technical advice or information to industry, government agencies, internal customers, or other contract specialists, ensuring the organization's strategic plan, mission, vision, and values are widely communicated.
- →Serve as principal advisor to program officials on procurement related matters.
- →Document justifications for decisions made in contractual actions and prepare formal responses for Congressional inquiries and protests.
- →Monitor the progress and performance of contractors (e.g., timely submission of deliverables, timely processing of invoices, or timely submission of reports).
- →Ensure the organization's strategic plan, mission, vision, and values are communicated to the staff.
- →Evaluate performance of subordinate employees and identify training needs accordingly.
- →Initiate proactive, nondiscriminatory practices/actions for the areas under supervision within the following areas: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of subordinates' skills.
