About the Role
This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023.This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency.
What You'll Do
- →This position serves as the Defense Threat Reduction Agency Head of Contracting Activity (HCA).
- →It is the senior DTRA official responsible for managing the contracting office, holding overall accountability for procurement, policy compliance, and unlimited procurement authority.
- →The HCA oversees acquisition strategies, reviews, and ethical standards, delegating authority to contracting officers.
- →As a SUPERVISORY CONTRACT SPECIALIST at the GS-1102-15 some of your typical work assignments may include: Management and Oversight: Responsible for the overall management of the contracting activity, including the, awarding and administration of contracts, grants and Other Transaction Authority (OTA) actions.
- →Appointment Authority: Appoints Contracting Officers (KOs) and Contracting Officer's Representatives (CORs) in accordance with DTRA procedures.
- →Policy Establishment: Establishes specific acquisition policies, procedures, and guidance for DTRA.
- →Compliance and Reporting: Ensures compliance with Federal Acquisition Regulations (FAR), including monitoring contractor performance reporting (e.g., in CPARS) and integrity information records.
- →Risk Management: Assesses and mitigates risks associated with contracts.
- →Strategic Direction: Aligns procurement approaches with organizational goals and supports acquisition reviews.
