As a Supervisory Contract Specialist, you will be responsible for management, administration, and technical direction of a team of contract specialists, contracting officers, and/or business operations specialists. You will assign work based on priorities and capabilities of the employee.
What You'll Do
- →Organizational Location: This position is located in the Department of Homeland Security, U.S.
- →Citizenship and Immigration Services, within the Office of Contracting and are assigned based on the need of the agency.
- →Provides administrative and technical supervision that is necessary for accomplishing the work of the division such as serving as contracting officer with signatory authority for significant goods and services.
- →Complete authority for all contractual actions and phases of the contracts including initial planning, requirements definition, product development, testing, full production, software support, technical data, training and equipment.
- →Performs administrative and human resource management functions relative to the staff that are supervised, including establishes guidelines and performance expectations for staff members.
- →Resolves informal complaints and grievances; develops work improvement plans, recommending personnel actions as necessary; effect disciplinary measures as appropriate to the authority delegated in this area.
- →Serves as an expert in functional areas of procurement, e.g.; pre-award issues or price/cost analysis and post award issues, responsible for providing expert technical advice and guidance, staff coordination, and consultation.
Requirements

- ✓Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S.
- ✓Citizenship and Immigration Services.
- ✓This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S.
- ✓Federal or Military employee serving overseas.
- ✓Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position.
- ✓You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
- ✓EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
- ✓Basic Education Requirement: You must submit a copy of your college transcript(s) (unofficial is acceptable) to support the basic educational requirement or a list of coursework with hours completed.
- ✓For verification purposes, the transcript submitted must include your name and educational institution.
- ✓Any offers of employment made pursuant to this announcement will be consistent with all applicable authorities, including Presidential Memoranda, Executive Orders, interpretive U.S.
- ✓Office of Personnel Management guidance and U.S.
