About the Role

**This is a virtual detail or temporary promotion. You must provide supervisory approval to accept the detail as well as confirmation that you will have space to work at your current duty station in order to be selected.** The primary purpose of the Supervisory Budget Analyst is to manage the formulation, preparation, justification, and execution of the budget for the HCS. The HCS have affiliated teaching, complex sharing arrangement's, a research program and community-based outpatient clinics.

What You'll Do

  • This is for a virtual detail or temporary promotion.
  • If you are selected for a detail there will be no change to your pay.
  • A temporary promotion may be granted to applicants who meet all the requirements of the position including time in grade.
  • Incumbent prepares the facility's annual budget plan in a timely and accurate manner by employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analyses, operating accounts and salary projections, data retrieval from a variety of sources, and interviews with program managers and subject-matter experts.
  • All related data and analyses are consolidated into the best possible financial plan for the HCS given any current funding scenario.
  • The incumbent performs all duties and completes assignments in compliance with Federal Appropriation Law and in such a manner that facility, VISN, and VACO performance measures and financial indicators are met.
  • The incumbent is responsible for the management of funds distribution from more than ten appropriations that are made up of funds that are good for 1, 2, 3, 4 years before expiation, funds that do not expire and donation funds.
  • These funds can be for general purpose and specific purpose adding to the complexity of what can and can't be charged to their accounts.
  • All managed through HCS Fund Control Points (FCP) and salary accounts throughout the HCS.
  • Incumbent develops and maintains data tracking methodology to provide a pool of essential information about FCP spending, utilization, and workload.
  • Accurate and timely data is essential to maintain a viable budget within and across Fiscal Years and programs.
  • The incumbent provides technical and administrative supervision to the budget department staff (including TCF Interns when applicable) consisting of Budget Analysts and a Budget Technician.
  • The incumbent oversees the daily operation of the Budget department, ensuring that HCS policies and priorities are being followed in accordance with underlying concepts of Appropriations Law.
  • Additionally, incumbent develops performance standards; and evaluates work performance of subordinates.
