This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine Operation (MO), Resources Management Branch (RMB) with one vacancy in Gulfport, MS; Newport, OR; or Newport, RI. What You'll Do
- →As a Supervisory Budget Analyst, you will perform the following duties: Work with the Bureaus Budget, Program Office budget analysts, Business Managers and Line Office Budget Execution Division Chief to execute the Resources Management Branch (RMB) Budget.
- →Review, analyze, consolidate, and revise budget estimates, justification statements, and budget execution plans.
- →Advise managers on appropriate budgetary action to be taken to meet agency needs and make recommendations affecting substantive programs.
- →Serve as an expert financial management data analyst and generate analytical reports and electronic presentations.
- →Utilize automated systems to generate and present budget and financial analysis reports for senior management use in prioritizing activities and allocating resources.
- →Serve as a recognized technical authority on the development and interpretation of budgetary guidelines, policies, legislation, and regulations covering the budgetary operations of one or more substantive national programs.
- →Provide advice to top management within the organization on the Federal budget execution process.
- →Oversee the work performance of subordinates and provide counseling and instruction on work and administrative matters.
- →Set the short term and long-term work priorities and prepare schedules and resources needed to accomplish the work.
- →NOTE: These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-3 is equivalent to the GS-11/12.
- ✓The ZA-4 is equivalent to the GS-13/14.
- ✓The ZA-4 is the full performance level of the position.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.
