About the Role

This Senior Executive Service position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Resilience. The Superintendent, CDP is the program executive responsible for ensuring the Center for Domestic Preparedness fulfills its mission in support of national preparedness.

What You'll Do

  • The Superintendent is responsible for overseeing the Center for Domestic Preparedness (CDP) and the training, education, and exercise programs developed and implemented by CDP for first responders.
  • The incumbent is also responsible for directing the development and administration of a comprehensive all hazards program of emergency management training courses for federal, state, local, tribal, and territorial officials, as well as foreign governments and private entities.
  • CDP trains over 60,000 emergency managers and first responders through 148 courses annually across preparedness, protection, and response mission areas.
  • The incumbent has the responsibility for the development and delivery of training courses through a variety of technologies-at-a-distance, as well as in-residence training, field-deployed training, and disaster field training.
  • CDP comprises more than 100 full-time employees and approximately 900 contract employees.
  • The Superintendent, CDP is the program executive responsible for ensuring the Center for Domestic Preparedness fulfills its mission in support of national preparedness.
  • Key duties and responsibilities of the incumbent include the following: Develops and implements goals in support of the mission of the Agency; develops organizational plans; utilizes and secures resources; applies state-of-the-art technology to satisfy the operational requirements of FEMA and the Agency's training programs.
  • Directs and develops policy, plans and goal recommendations for short-and long-range planning in support of the FEMA Strategic plan.
  • Directs and manages a close partnership with federal, state, local, tribal, and territorial first responders in the identification of training needs and the development of courses to meet those needs; this includes evaluating program effectiveness, tracking reports on participation knowledge gain, and tracking courses which need modifications or updates.
  • Oversees personnel, contracts, financial resources, and equipment to deliver the highest quality and most cost-effective emergency response training possible.
  • Possesses knowledge of the federal budget formulation and execution processes; Assures that adequate internal controls are in place to prevent waste, fraud, mismanagement, and abuse.
  • Works closely with the Superintendent of the National Disaster and Emergency Management University and the Director of the National Training and Education Division in establishing joint National Preparedness priorities, programs, and initiatives.
  • Ensures CDP compliance with the regulations and requirements for Congressional reporting, budget formulation, human capital, acquisition, finance, and security.
  • Serves as the executive point of contact for utilization of CDP facilities when required to support the operational tempo requirements of FEMA's primary disaster response mission space by providing necessary facility support and training venue space to augment deployment readiness and training capability of the Agency within the limitations imposed by statutory requirements.
