As a Senior Contract Specialist for the Office of Shared Services Delivery you will serve as a contracting subject matter expert for the division and assist leadership with developing compliant strategies to further business goals and enhance customer experience. We are currently filling three vacancies, but additional vacancies may be filled as needed.
What You'll Do
- →Conducts market research for the development of new or expansion of existing programs and potential markets.
- →Facilitates the connection between customer requirements and GSA Global Supply product offerings.
- →As an effective broker, maintains cognizance over all supply programs and recommends adjustments in operations to take advantage of, or to counteract, changing economic and political conditions, adjustments and developments in the industries and marketplace, and customer requirements.
- →Anticipates customer needs and convinces FAS to develop strategies to address the changing markets.
- →Operates as a senior acquisition executive for the FAS service responsible for the analysis and evaluation of contracting policies and practices, and the initiation, development and recommendation of contracting policies, procedures and guidance impacting a large number of contract specialists and contracting organizations.
- →Represents the agency on a variety of nationwide procurement teams, studies or projects to raise issues of significance; articulate positions and resolve problems or improve the procurement process nationwide.
- →Develops procurement plans to identify large-scale systems, components, equipment, and services to be acquired by contract using the latest procedures and techniques.
- →Develops procurement objectives in terms of competition and price range, establishes the contractual strategy for the overall acquisition, and constructs contractual vehicles, including the use of sophisticated pricing arrangements, subcontracting policies, set-aside policies and similar considerations.
- →Serves as principal advisor to program officials, representing the agency in procurement planning meetings to provide expert technical guidance, coordination, and consultation to identify procurement objectives and methodologies, implement new developments, and provide policy interpretation to various contracting activities.
Requirements
- ✓If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
- ✓If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office.
- ✓Failure to disclose this information could result in disciplinary action including removal from Federal Service.
- ✓Undergo and pass a background investigation (Tier 4 investigation level).
- ✓Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
- ✓Serve a one year probationary period, if required.
- ✓This position includes the requirements for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) Certification.
- ✓Note: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
