About the Role
The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Regional Director, Lower Colorado Basin located in Boulder City, NV. The Department structures its SES positions into categories to determine the minimum pay for each position. This is a Category 2 position. The minimum pay for this position is $186,380.00. Pay is set based on consideration of the selectee's current salary and other factors.
What You'll Do
- →The incumbent carries out the following specific responsibilities: Ensures the reliable delivery of water and generation of hydroelectric power through the safe, efficient operation, maintenance, and management of Reclamation water resource facilities and infrastructure.
- →Directs the management, conservation, and stewardship of water, land, energy, and related natural resources associated with Reclamation projects throughout the region.
- →Supports the Secretary of the Interior in carrying out responsibilities as the "Water Master" of the Lower Colorado River and ensures compliance with U.S.
- →Supreme Court decrees, interstate compacts, water rights obligations, contracts, and international treaty requirements with Mexico.
- →Provides executive oversight of regional programs to ensure compliance with applicable environmental, regulatory, safety, security, and resource management statutes, regulations, and policies.
- →Leads the planning, development, execution, and evaluation of regional budgets, work plans, strategic initiatives, and resource allocation decisions to achieve organizational goals and priorities.
- →Establishes regional policies and implements Bureau-wide objectives, programs, and initiatives consistent with Reclamation and Departmental priorities.
- →Directs and integrates activities involving water management, hydropower generation, flood control, recreation, environmental stewardship, endangered species protection, habitat conservation, and related resource management programs.
- →Represents Reclamation in high-level interactions with Federal, state, local, Tribal, and international partners, including the International Boundary and Water Commission, water and power customers, stakeholder organizations, and elected officials.
- →Serves as the Commissioner's representative in developing and maintaining collaborative relationships that support effective water and power resource management throughout the region.
- →Advises the Commissioner and Deputy Commissioner (Operations) on regional program performance, emerging issues, legislative matters, policy development, and strategic priorities.
- →Develops and supports congressional budget justifications, program plans, and policy recommendations and may testify before Congressional committees, public forums, and stakeholder groups on regional programs and initiatives.
- →Provides executive oversight of contract negotiations, project repayment agreements, financial management, procurement activities, property management, and administrative operations.
- →Evaluates organizational effectiveness, workforce requirements, and staffing needs; promotes organizational excellence through strategic workforce planning, leadership development, and succession planning.
Requirements

- ✓Public Financial Disclosure (OGE-278 filing within 30 days is required) This position may require pre and post-employment drug screening.

- ✓Initial appointments to the SES must have to undergo an ECQ based structured interview with Office of Personnel Management (OPM).
- ✓Required to serve a one-year Senior Executive Service probationary period.
- ✓Individuals selected for an SES position are subject to reassignment Agencies must request OPM approval to appoint current or former (within 5 years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position.
- ✓You must be able to obtain/maintain a Tier 5 background investigation.
- ✓This position sensitivity is Critical Sensitive, Top-Secret.
- ✓There is no positive educational requirement for this position.
