About the Role
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Program Officer (PO) responsible for a pulsed laser portfolio in support of the Office of Naval Research (ONR) - Code 35 Naval Air Warfare and Weapons in the Directed Energy Division.
What You'll Do
- →You will provide program and technical management for a portfolio of various efforts including tech candidates, future naval capabilities, and congressionally directed activities.
- →You will develop and maintain project execution documentation, including, but not limited to, project execution plan, acquisition strategy, and out-year financial planning documents for pulsed laser projects.
- →You will participate in and provide inputs to the Planning, Programming, Budgeting, and Execution (PPBE) process for the pulsed high energy laser portfolio.
- →You will manage successful project execution across an array of performing activities, including government organizations (e.g., NAVSEA, Warfare Centers, and service labs) and contractors, including oversight of multiple vendors.
- →You will lead the review and approval of project deliverables from performing activities.
- →You will influence and lead interactions with other stakeholder agencies (i.e.
- →Office of Naval Research, Naval Research Laboratory, OPNAV N94, other NAVSEA entities, other OSD agencies, etc.).
- →You will participate in risk management activities for the pulsed laser portfolio.
- →You will coordinate and consult with the Program Acquisition Executive (PAE), Integrated Warfare Systems (IWS) and OSW Research and Engineering Scaled Directed Energy (SCADE) personnel in the planning for the transition of pulsed laser projects.
- →You will coordinate with other ONR Code 35 Program Officers as necessary to ensure continuous alignment across the directorate with all legislative and regulatory requirements.
- →You will develop and deliver project briefings to a wide audience including GO/FO/SES personnel.
Requirements

- ✓OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.
- ✓The total coursework described above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite; OR 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science.
- ✓At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
