About the Role

The Program Manager is responsible for the management of the administrative duties for the VISN 10 Managerial Cost Accounting (MCA) program and personnel. The incumbent performs analytical and evaluative administrative duties including auditing and analysis of data, budgeting, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services.

What You'll Do

  • Major Duties and Responsibilities: General Responsibilities (50%) Serves as Applications Coordinator (ADPAC) for the entire VISN 10 MCA Operations team.
  • Ensures all new and existing employees acquire the appropriate computer hardware, software and access needed to complete their job functions.
  • Provides information technology guidance and technical assistance to the VISN 10 MCA Operations Manager, other MCA Staff, MCA Program Analysts at each VISN 10 site, and other users in the VISN.
  • Ensures national and local MCA source data is saved, audited and uploaded to the VISN SQL server for the MCA Operations Team to utilize for monthly processing.
  • Oversees and coordinates installation and maintenance of all MCA PC based software, including installation of patches and troubleshooting of PC software problems related to MCA for users within the VISN.
  • This includes support of Eclipsys software.
  • Coordinates hardware support with facility and VISN IT staff for MCA workstations and DSS servers.
  • Develops user documentation (manuals or online interactive procedures) to support the application program tools developed for access to reports by MCA users.
  • Maintains and supports the VISN 10 MCA SharePoint site.
  • Develops budget estimates and justifications; making sure funds are used in accordance with the operating budget.
  • Prepares budget reports for VISN 10 MCA Operations Manager to share with VISN executive management.
  • Demonstrates intimate familiarity with all DSS subsystems; VA Conversion (VCNV), Account Level Budgeter (ALB), Department Cost Manager (DCM), Clinical Cost Manager (CCM), Daily Cost Resource Profiler (DCR) and monthly processing steps for each of these subsystems.
  • Several processing steps and validation tools are used in each subsystem.
  • This is a very complex process, requiring close attention to detail and constant process improvement.
