About the Role
This position is located in the Air Traffic Organization, Management Services, People Services Directorate, Headquarters (HQ) Administrative Services Group. The core focus of the Directorate's three groups is to support the FAA's strategic priority of empowering and innovating with the FAA workforce. The Group accomplishes this by integrating and aligning human capital resources by partnering with customers, stakeholders, training communities, Civil Rights, and Human Resource Management.
What You'll Do
- →The Program Manager serves as the Group Manager for the Headquarters Administrative Services Group (ASG).
- →Manages the work of a large, multi-level organization through subordinate managers.
- →Directs the work of subordinate staff and mangers for multiple Administrative Services teams which support the administrative and human capital needs for the Air Traffic Organization (ATO).
- →Possesses a detailed knowledge of budget, human resource management and other administrative policies and procedures, and a comprehensive understanding of the objectives of Management Services (AJG), the ATO and the Federal Aviation Administration (FAA).
- →Applies a detailed knowledge of the technical aspects of the work that is directed related to assessing administrative processes and workforce planning.
- →Establishes goals and objectives for the administrative services group in alignment with the organization's overall strategy.
- →Coordinates comprehensive assessments of organizational needs, delegating and guiding subordinate managers in developing targeted plans to address workforce gaps, including talent acquisition, and retention strategies.
- →Oversees and ensures the successful delivery and execution of the ATO's Standardized Selection Process (SSP), utilizing the Behavioral-Based Interviewing Model.
- →This includes programmatic leadership on interviewing methodologies, job analyses, and the assessment of competencies, while mentoring staff to achieve high standards in these processes.
- →Provides strategic workforce planning and analysis to ATO senior leadership and their subordinate managers, ensuring alignment with organizational objectives and assisting in addressing both immediate and long-term workforce needs.
- →Delivers high-quality analysis and statistical data to senior executives to support informed decision-making and strategic planning efforts.
- →Leads and oversees workforce planning, employee development, and organizational effectiveness initiatives, through managing and supporting subordinate managers responsible for implementing these initiatives.
- →Uses program management principles and practices to develop new programs, ensuring strategic direction, goals and objectives of the organization are met with regards to hiring, budget and attrition.
- →Reviews evaluation methods to assess program strengths and identify areas for improvements.
