About the Role

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM), with two vacancies in Silver Spring, MD. What You'll Do

  • As a Program and Policy Analyst, you will perform the following duties: Review and analyze actions under the Deep Seabed Hard Mineral Resources Act (DSHMRA) and provide program and policy guidance for the implementation of the Coastal Zone Management Act (CZMA).
  • Understand and evaluate often complex concepts in undertaking program and policy tasks.
  • Provide and/or assist with relevant rulemaking drafting for the CZMA and DSHMRA.
  • Develop documentation for permitting pursuant to DSHMRA for review and approval.
  • Provide and/or contribute to reviews and develop analyses to inform recommendations and decisions on DSHMRA applications, and related environmental compliance; develop required administrative records and relevant record tracking and reporting.
  • Provide leadership and guidance for policy, management and regulatory approaches and decisions under the CZMA, and complete legal reviews in coordination with the NOAA Office of General Counsel.
  • Engage with federal, state, tribal and other governments and the private sector to ensure the understanding and application of CZMA policies and regulations to coastal land and water uses, in particular, but not limited to, the CZMA federal consistency provision.
  • Ensure that changes to state coastal management programs meet the criteria for approval, and that the CZMA program change review process is carried out in an efficient manner.
  • Assist the office in the review of proposed federal legislation that is relevant to the office's CZMA responsibilities.
  • Provide written and oral communication for relevant CZMA and DSHMRA briefings for, and respond to requests for information from, NOAA, states and federal agencies, tribes, coastal industry users and organizations, and the public.

Requirements

  • This position will be filled under the DOC Alternative Personnel System (CAPS).
  • Under CAPS, positions are classified by career, pay plan, and pay band.
  • The ZA-4 is equivalent to the GS-13/14.

  • Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by closing date of the announcement.

  • This position requires a Moderate Risk Security Clearance.
  • Background investigation will be required.
