About the Role

This position is located in the Office of the Assistant Secretary of War for Health Affairs (OASD(HA)). The ASW (HA) is the principal medical staff advisor to the Secretary of War and is the principal program manager for all Do W health matters, including medical readiness, health care delivery and preventive medicine, medical military construction, and the procurement, development, training, and retention of medical military and civilian personnel.

What You'll Do

  • Duties: Formulates, evaluates, and establishes strategic healthcare policies, guidelines, and administrative frameworks for the ASW(HA) to optimize the TRICARE Health Plan (THP) and synchronize private sector and direct care components of the Military Health System (MHS).
  • Authors highly complex, authoritative executive products-including white papers, Congressional testimonies, strategic briefings, and comprehensive reports-to advise and influence senior DoW leadership, Congressional stakeholders, and external agencies on legislative impacts and health benefit administration.
  • Directs rigorous, data-driven evaluations of implemented healthcare policies and major managed care support contracts (such as the U.S.
  • Family Health Plan) using advanced outcome metrics to identify systemic gaps, mitigate programmatic risks, and drive clinical/operational optimization.
  • Represents the organization as the designated subject matter expert and lead advocate in high-level inter-agency working groups (including HHS, VA, and State/Federal agencies) to synchronize national-level health policies and secure collaborative strategic partnerships.
  • Manages and directs strategic oversight of the overseas TRICARE program area, ensuring global healthcare delivery systems and international contract performance remain strictly aligned with broader MHS strategic goals and access-to-care standards.
