The incumbent in this position serves as a Program Analyst in the front office for the Principal Deputy Assistant Secretary (PDAS), Deputy Chief Information Officers (DCIO), and Deputy Assistant Secretary (DAS) for the Office of Information and Technology (OIT), Department of Veterans Affairs (VA). The incumbent ensures that policies and programs are properly coordinated with other VA components and other government agencies, and keeps the PDAS fully informed of program issues affecting the VA.
What You'll Do
- →Major Duties: Analyze and make recommendations on strategy, organization, coordination, oversight, budget, and staffing for OIT programs and activities, based on investigative research and stakeholder engagement.
- →Oversee the successful implementation of new OIT programs, facilities, or activities across various functional or geographic areas within the Department.
- →Develop, monitor, and report on organizational metrics; initiate and/or oversee studies to evaluate the efficacy and resource allocation of OIT programs.
- →Establish, lead, and coordinate interagency, Department-wide, or OIT joint working groups, cross-functional teams, or study teams to optimize programs or implement new requirements.
- →Evaluate program resources and recommend additions or reallocations; identify underperforming OIT systems, functions, or contracts, and suggest reorganization, reassignment, outsourcing, or closure as needed.
- →Develop strategies to implement new laws, Government-wide directives, industry standards, or other external requirements applicable to OIT.
- →Recommend and coordinate strategies to address programmatic, personnel, or structural issues identified through organizational audits or media attention.
- →Contribute to the development of organizational goals, vision statements, policies, strategic plans, and ensure compliance with these directives across the Department.
- →Represent OIT leadership (AS/CIO, PDAS, or Chief of Staff) in communications with executives, external agencies, contractors, auditors, Congress, Veterans Service Organizations, media, and industry groups.
- →Research, draft, and coordinate official communications including congressional responses, directives, policies, white papers, strategic briefings, and talking points; ensure professionalism, accuracy, and alignment with the Department's mission.
- →This is not a bargaining unit position.
