This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency.
What You'll Do
- →As a PROGRAM ANALYST at the GS-0343-12/13 some of your typical work assignments may include: Supports the development and execution of the Department Budget.
- →Conducts analysis in support of the development of the Annual and Five Year Spend Plans and integrates requirements into the Department's annual Program Objective Memorandum (POM).
- →Advises Agency management on individual test and assessment costs, and works directly with Division Chiefs and Program Managers to support planning and execution of Division, program, and project funds.
- →Compiles program requirements and develops program and budget estimates; monitors and tracks funding to ensure funds are properly allocated and expended in a timely and effective manner.
- →Analyzes trends in spending and progress toward budgetary objectives.
- →Independently oversees preparation of acquisitions ensuring timely preparation of all required documentation and schedules.
- →Serves as Contracting Officer Representative for multi-million-dollar contracts supporting test and assessment requirements.
- →Monitors performance, acceptance, and invoicing.
- →Prepares Statements of Work (SOWs), Requests for Proposal (RFPs), and PR packages for efforts requiring contract expertise and activities.
- →Develops acquisition strategies, justifications, and evaluation criteria for contracting efforts.
