About the Role
As a Program Analyst with the U.S. Office of Personnel Management, Human Resources Solutions, Workforce Standards and Data Center, Core HCM Program, you will lead product management activities for a government-wide human capital management platform by developing product strategy, managing product roadmaps and backlogs, conducting user research, and collaborating with stakeholders to deliver technology solutions that support Federal agencies.
What You'll Do
- →Develops product vision, strategy, and roadmaps for a government-wide human capital management platform aligned with agency priorities.
- →Conducts user research and market analysis to identify customer needs and recommend product enhancements.
- →Manages the program backlog by prioritizing features, coordinating dependencies, and supporting Agile product delivery.
- →Collaborates with cross-functional teams, technical staff, and stakeholders to define requirements and implement product solutions.
- →Engages Federal agencies and leadership to communicate product direction, gather feedback, and support adoption of new capabilities.
- →Evaluates legislation, policy, and technology trends to inform product planning and improve HR technology services.
Requirements

- ✓This position is eligible for inclusion in the bargaining unit. if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32.
- ✓(BU Code - 2286) if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.
