USACE Europe District's Contracting Division is recruiting for a GS-12 Procurement Analyst, with a primary responsibility to serve as the District's Government Purchase Card (GPC) Program Agency/Organization Program Coordinator (A/OPC)
What You'll Do
- →Serves as the Government Purchase Card (GPC) Program Agency/Organization Program Coordinator (A/OPC) for the Europe District: Provides technical direction and general contracting procedures regarding regulations and techniques concerned with the use and expenditure of public funds, as applied to use of the Government Purchase Card.
- →Prepare written guidance and decisions, to explain and defend decisions to various personnel, using activities, contractors, or higher-level reviewing officials to conduct training.
- →Direct surveillance of cardholder statements to ensure compliance with public law and reconciliation of amounts charged to the Government by the banking facility prior to payment being made.
- →Responsible for the review of contracts and contracting actions for a wide variety of supply and service contracts.
- →Performs internal review and surveillance of acquisition programs to identify problem areas and develop guidance material for contracting personnel.
- →Publishes informational material to inform, clarify and explain regulatory and policy changes, and to note recurring errors observed during contract review.
